The Child Recovery Agency (CRA) operates as an independent contractor for law enforcement, government, and non-government organisations. It provides services such as intelligence, surveillance, reconnaissance, recovery, repatriation, and extraction, all aimed at combating child sexual exploitation and trafficking. It is important to note that CRA agents do not possess any law enforcement powers. The agency's primary role is that of a foreign independent contractor, meaning it does not conduct arrests, especially in domestic situations. CRA agents have no arrest authority and are not permitted to carry firearms unless specifically authorised by a Memorandum of Understanding (MOU) with government and law enforcement authorities.
